No KDE Secrets Service?
After a bunch of research, to my profound and perturbed surprise, the only programs to implement this service are GNOME Keyring, KeePassXC, and a minimalistic daemon on github. KWallet does not have it! There is a pull request, but it's been in progress for a year.

org.freedesktop.secrets implementation for KDE
If you are a Archlinux user, I have made an AUR for it. For other distros there are complete instructions for manual installation on project's github page.
