Svelte 4.0 feature speculation & suggestions
What about a choice of CSS tools (SCSS, Pico, Tailwind, ...) in the installer? Like the "Which Svelte app template?" question when creating a project. Then we don't need this any more if I understand correctly.

What CSS framework do you suggest to work alongside sveltekit?
Here is a video about Pico CSS! Can I use Pico and SCSS at the same time with this?

I18n solutions
With most libraries there is a lot of boilerplate code to write, understand and to maintain. Things that should be automated. In the end you probably just want to mark the parts that need to be translated and not how to load the data etc.. I'm currently planning to start a new project that tackles this. I'm actively looking for feedback: https://github.com/pipeli18ne/RFC/blob/main/02-library.md
