I looked around for ways to get remote debugging to work without owning a Mac, but the only things I found were either abandoned (ios-webkit-adapter and webkit-webinspector) or paid. So I took inspiration from the webkit-webinspector project and brought it up to date and wrote some scripts to automate building.
