From my past company, I had to create an animation that was used to visualize the growth of company. This is where I ended up creating the "Sine Wave animation" and I decided to take it further by making it look slightly different.

Are you thinking of this, or particles.js? particles.js has been used in Pterodactyl (and probably in other login pages), whereas tsParticles seems to be much more programmable.
