react native webview explicitly says it's compatible with react-native-windows, but I cannot get any project to build on Windows if it includes react native webview.

Can probably get it work in React Native with like a React Native WebView or an Expo GLView?

Use React Native WebView (https://github.com/react-native-webview/react-native-webview) or Cordova to get a webview to render React.js. I’d store data offline. Not sure what the limitations on interactivity are.
