react-native-parallax-scroll VS locomotive-scroll

According to the official documentation (GitHub), the usage would be as follows:

Locomotive Scroll is a JavaScript library that creates smooth scrolling effects on web pages. It enables programmers to produce visual effects where different elements on a page scroll at different rates to give the impression of depth and dimension. The speed at which elements scroll can also be changed, and easing effects can be added. Locomotive Scroll is a great option because it is lightweight, flexible, and simple to use.

I'm not talking about anchor scrolling, I've found some plugins but they were all deprecated/didn't work. Does anyone know any scroll plugins that work for latest Angular, something like this: https://locomotivemtl.github.io/locomotive-scroll/

Once the command above is done installing all of the required files, install the locomotive scroll library using the command below.

I want to add 3D animations to my wordpress project the same as in this website https://vos9x.com/ , I figured out that they are using locomotive js library. Any tips,tutorial or video on how to use it in my wordpress custom theme project , I tried to follow up with https://github.com/locomotivemtl/locomotive-scroll I dowloaded the files and enqueued the script but it doesn't work .
