Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

I am looking to get an RTL-SDR for my father for christmas. Is there an SDR program that I can kind of "set it and forget it" for him? He just wants a basic scanner that scans weather and nearby emergency services.
If your area is P25, then https://github.com/robotastic/trunk-recorder with https://github.com/chuot/rdio-scanner makes a great setup.

Software Choice
This is the answer. I use this program and it works great. May also want to get https://github.com/chuot/rdio-scanner as this will let you pick and choose which of the monitored talkgroups to listen to, queue up the messages so you're not hearing a bunch of stuff at the same time (or missing things altogether), and lets you go back in time. It also has a great mobile app that you can setup if you want to listen when away from your PC.

timestampSDR
trunk-recorder can do this https://github.com/robotastic/trunk-recorder while originally designed for trunked systems, it can handle conventional systems as well. Which pairs nicely with https://github.com/chuot/rdio-scanner which provides a nice web/phone app interface to listen to, that includes the ability go back thru a call archive.

SDR APCO25 Phase 2
Then use this as a front end with trunk-recorder. Both are in docker images and run 24/7 no issues.
-
Using a Raspberry Pi without a GUI to stream scanner audio to a phone
https://github.com/chuot/rdio-scanner is a great alternative if you don't want to stream to one of the public options and it has a plugin for trunk-recorder and a mobile web app.

RTL as a public safety scanner?
You can use Trunk Recorder to record signals and RDIO Scanner to play them as they are captured. That will only work if they are all in the passband of the SDR, but you can use more than one SDR with it.
-
Police scanner
Trunk -recorder and 2 or 3 RTL-SDR's will work well for P25 and analog trunked systems. Rdio Scanner is a good web interface for trunk-recorder that will let you stream the audio over the internet.

RTLSDR V4 wrong frequency range
I'm using newest SDR++ nightly built. win x64. Anyone can resolve this problem? Mabye I'm not using the right driver for SDR++? If so where can I find the right one?

SDR++ on Mint?
Ah, I see what you mean, it's been a while since I looked at their repo. They don't seem to have one for ubuntu jammy yet in their stable release branch. But they do have an ubuntu jammy one in their nightly builds https://github.com/AlexandreRouma/SDRPlusPlus/releases/tag/nightly. I did give it a go and it seems to work okay, but obviously you would need to try it more thoroughly than I have.

Can someone explain how this script bypasses CPU architecture incompatibility?
What incompatibility? Do you think that this code https://github.com/AlexandreRouma/SDRPlusPlus doesn't support ARM?

Update on my NOAA reception adventure
Some software tips. There is a newer version of SDR++ that includes an IF filter for NOAA APT signals that should help improve things: https://github.com/AlexandreRouma/SDRPlusPlus/releases/tag/nightly That gives you a new checkbox under the Radio section called "IF Noise Reduction" with a dropdown to select the type of reduction (where you select 'NOAA APT'). You can also use the "Decimation" option in the Source section to give a bit better SNR. From what I've read you get a 3db reduction in noise every time you double the decimation level. If you can't get rid of the noise around 137.1MHz maybe try going for NOAA 15 or 18 since those are at higher frequencies, hopefully away from that noise.
