There are many libraries in .NET that helps you implementing the outbox pattern like: MassTransit, NServiceBus, CAP. Talking about idempotency, a special mention to a specific lib from a big friend that runs on top of CAP which is called Ziggurat.

Signal on Windows phone?
There's no official Signal app but there's an unofficial app I've been working on and off on for the past couple of years. It's bare bones and buggy (there's currently a blocking bug when trying to add contacts). Also the Microsoft Store link has expired and I don't have access to update it (I've pinged the person that does). Once I fix the add contacts bug I'll most likely publish a .appxbundle on our GitHub page that can be used for side loading.
