Command and Conquer: Red Alert 2 on M1 MBP
OpenRA may be an option. It's an open source engine for older Westwood games, and it officially supports RA1, Tiberian Dawn (C&C 1) and Dune 2000. There's also a RA2 "mod" (in OpenRA parlance, a mod is a game).

OpenRA, an open source recreation of the Red Alert engine, should support it. It's experimental but it worked well enough when I tried it years ago.

(Steam/PC) - How to downgrade/play custom multiplayer songs
"MultiplayerExtensions" (MultiplayerExtensions - Goobwabber ) - *** "MultiplayerCore v1.0.0+" is listed as a requirement but as far as I can tell it is not available, everything will run without this. Please comment if there is something I am missing about this <3 ***

Yes and no :) https://github.com/Goobwabber/MultiplayerExtensions/pull/137 The mod has been in development for several months. I think they have a problem to make it work well. You can buy BSMG patreon for $ 2 and play a test build.

Can a functional version of beat together still allow you to download custom songs?
No mods have been updated for 1.18 yet. MultiplayerExtentions + BeatTogether last worked in 1.16.1/2, but are still being worked on. See progress at: https://github.com/Goobwabber/MultiplayerExtensions/pull/137
