It suuposed to be used with https://github.com/containers/quadlet (a systemd generator for podman containers) and of course podman to spawn the containers and then uses a technique similar to https://www.wireguard.com/netns/ in order to give the containers access to the network.

By default, both. You can set the host user independently with HostUser=. See this documentation on the .container file format.

Containers connecting through wireguard docker are still able to see external IP
There are more complicated ways to do this after a container has started, such as wg-pod (disclaimer: my project) that does this with Podman, but using a private docker Network should suffice in this case 👍
