I have been trying to figure out what this website layout is for years. It was really popular with photographers and I finally found a site with it! What is it?!
That one specifically is the Pushy Menu, just going by what I can see in the source. If you don't need it with the Responsive Design thing, you can do something similar with a couple of frames, like on stfj.net. Sorry I can't help further. I know what you're talking about, I've seen other websites with that exact same sort of menu layout and aesthetic, but I don't think that's because there's a maker for them, just because it's a sort of design a lot of artists tend towards using...

Interesting find, I took a cursory look at their GitHub[1] and they seem to accept PR from outside but I didn't find any explicit mention of copyright transfer; Perhaps because there's no separate version of sequence.js for commercial use(Just use case differentiation).
