According to https://github.com/ProtonVPN/protonvpn-cli/issues/77#issuecomment-539201695 it seems like this error is thrown when connecting to a server near is limit. They suggest trying to use the paid plans.

Use this: https://github.com/ProtonVPN/protonvpn-cli. It requires openvpn, wget, and python3. It worked on my OpenBSD and FreeBSD machines.
