Is There A Buffer Package Like Vertico Pos-Frame That Makes A Rectangle Frame In The Middle For Dired Mode?
Yes, you can use a child frame. See for example posframe.
-
A package to get the minibuffer to look like this?
Posframe. Use also posframe-{vertico,helm,ivy} depending on your current config.

[ELPA] Corfu (Completion Overlay Region FUnction)
Great! Do you plan to package this up? But do these posframes work correctly for you? I always observe https://github.com/tumashu/posframe/issues/74. And then the child frames are always a bit flickering. This is the reason why I went with overlays for corfu, and well ccfrfu does not sound as nice.

Visual glitches with company-box
I haven't tried this but you might be able to use posframe-arghandler to modify the default y pixel offset (see https://github.com/tumashu/posframe#set-fallback-arguments-of-posframe-show)
emacs-mini-frame
- mini-frame + gnome-shell

Sideframes
child frame are made for that I think. They stick to the parent frame and depending how you place them, you can make side-frame. Another usage is mini-frame that allows you to have a minibuffer pretty much anywhere inside your frame.

doom-verde-theme
Not 100% sure but you can achieve this using mini-frame

Anyone how to get helm (or ivy) to use a popup frame
I also have seen Selectrum/Vertico, Orderless Corfu etc... mentioned in this thread and I've used emacs-mini-frame to great sucess with those and according to the docs this also works with ivy so you could look into that too
