Self-hosted justbeamit alternative?
Plik has a streaming option which claims to not store the data, although it looks like the transfer still goes through the server (and isn't peer to peer like the WebRTC example in another comment).

Looking for a stupid file sharing solution
Plik is definitely your friend. It suits all of your wishlist ,is usable with curl and wget and has their own command-line tools (great for specifying download limits and E2E encryption)! Plus, it has a streaming option, so it opens a WebRCT channel and "streams" the file to the target device w/o storing anything on your server.

Plik (For advanced users) Has command-line interface to send / receive files in CLI. Has users support and optional "streaming" features to send files without engagement of the server (correct me if I'm wrong). Can be configured to have client-side encryption.

You could try https://www.projectsend.org/ - that is pretty easy to set up, and looks nice, or if you want something more simple/efficient and fewer dependencies, there's also dl which I've been using for years.
