Can I automatize navigating websites with C#?
I've used PuppeteerSharp for web automation with great success. I understand that project is now Playwright-Sharp. I would highly recommend that over something like Selenium which is really more for testing.

However, they don't work on Azure Functions, unfortunately. More precisely, they work on your local dev environment, not on Azure instance. You can have a Windows Docker image with C#. Your project can get selenium from NuGet. I'd recommend https://github.com/rosolko/WebDriverManager.Net for managing chrome and web driver.

In c# selenium for chrome. Is there a way to automatically update the ChromeDriver version of my program/application based off an automatic scan and find of the version the user has installed on their computer when they first start up my program? Or vise versa, where their version gets an update.
You can use WebDriverManager.Net to programmatically pull the specific version of ChromeDriver you need at runtime. To know which specific version you need you have to determine the installed version of Chrome. The method for doing this will depend on which platform the code is running on. Here is a windows-specific solution that should get you started.
