Does Uninstalling FMS 19.2.1 on Win2016 Remove PHP and IIS Settings as Well?
The instructions from FileMaker seem really complicate to me. I don't understand why they have such long instructions. I've done this many, many times now and I just install PHP through the IIS Web Platform Installer and then install the PHP Manager 2 for IIS. Finally, launch the manager PHP, set default documents and whatever recommended configuration is shows at the top, and you should be good to go.

I'd recommend setting up a development environment with devenv as already suggested, and use devilbox ( http://devilbox.org/ ) alongside that.
