Tips on what's needed for a Local Dev Environment
As others have mentioned, Laragon is a great option on Windows - another alternative is Docker as others have mentioned. A bit of a shameless plug, but I've actually created a local development environment for PHP that can be used with no next to no Docker knowledge on Windows or Mac, and it's really quick to setup - here's the repo if you're interested

I'm surprised nobody has mentioned Lando. It uses docker/docker compose under the hood, but adds a further layer of abstraction to make it even easier. Comes with base recipes out of the box for Drupal/WordPress/etc.
