I would say Docker is probably your best bet. There are some projects out there that do a lot of the heavy lifting for you like LandoDev and Devilbox. As others have mentioned, Laragon is a great option on Windows - another alternative is Docker as others have mentioned. A bit of a shameless plug, but I've actually created a local development environment for PHP that can be used with no next to no Docker knowledge on Windows or Mac, and it's really quick to setup - here's the repo if you're interested
