free virtual tour software
Unity tour template should probably cover a 6 (I haven't used it yet, it's on my projects que to test out). I also have Pannellum qued, but since I haven't developed with it yet I don't know how easy it is to work with. I built my own tour using the insideout shader, but it had major glitches, so I don't recommend making it from scratch unless you're already good at software dev and have time to troubleshoot.

I meant trivial as in "is a solved issue" in the sense that you only have to include a library like Pannellum [0].

Panorama to video
I have paid software, Pano2VR that can be fed the pano image and create an interactive VR version, but I have no idea if there's anything out there for free that does this without coding. ... Maybe Panellum?

are there any websites/programs to create 3d or click and go experiences?
This one takes coding knowledge, but I've used https://github.com/mpetroff/pannellum to accomplish this effect with panoramic photos.

dezoomify - Dezoomify is a web application to download zoomable images from museum websites, image galleries, and map viewers. Many different zoomable image technologies are supported.
tapspace - Zoomable user interface library for web apps.
three.js - JavaScript 3D Library.
WebGL2Tex - A simple library for OOP encapsulation and abstraction of some of the different WebGL2 textures.
shader-web-background - Displays GLSL fragment shaders as a website background. Supports offscreen buffers and floating point textures on almost any browser and hardware. Compatible with Shadertoy.
