He's using Palen1x (a bootable USB for Windows). Here's the GitHub page. It says AMD Ryzen CPUs have issues. If you still have trouble, switch USB ports, try a new USB cable, or a different computer.

[Question] my device is iphone 8plus running on IOS 16.4.1 attempting the palerain update. I followed this video and got all the way to the last part where it has the checkrain logo and my device gets stuck on "booting" and my pc says booting kernal...
