Well there was https://github.com/RubenKelevra/pacman.store running via ipfs, but currently it is broken due to a bug in ipfs.

Can package upgrades be made like torrents? Like peer to peer?

I don't want to be toxic, but...
If you run arch linux you could do updates through ipfs (link), and help the network that way. Linux mint has a working ipfs mirror too i think. Dont know of any others.

Definitely doable but most repos are huge, so not many people who even can start one. I only know of the arch linux mirror: https://github.com/RubenKelevra/pacman.store#pacmanstore

I'll also continue to use my script https://github.com/Cody-Learner/prep4ud to pre-download updatable packages to /var/cache/pacman/pkg on each machine.

Here's a script https://github.com/Cody-Learner/prep4ud to download updates in the background safely. There's also an official package pacman-contrib, which has the checkupdates script, --download option.
