Route all traffic through a Tailscale network
I have the same question as yours. What I am currently doing is on the remote side, I have a node setup with Tailscale, and also a OpenVPN server setup on this node. On the local side, I have an OpenWRT router setup with tailscale (https://github.com/adyanth/openwrt-tailscale-enabler), and then on this OpenWRT router I have a OpenVPN client setup to connect to the server via the tailscale network.

tailscale break DNS on my openWRT router
I have been using tailscale for a while, it is really amazing. But I recently tried to install tailscale on my router follow this repo, it breaks the DNS resolution.

Looking for a new router that has multiple users and bandwidth throttling.
CAKE with Adaptive Bandwidth on an OpenWrt router is what I'd recommend for Starlink since bandwidth can vary.

You might want CAKE with Adaptive Bandwidth then. CAKE can also share bandwidth between devices (not connections). You'll want OpenWrt installed on your EdgeRouter for these.

An OpenWrt router running https://github.com/lynxthecat/cake-autorate is a much better idea. You can run OpenWrt on hEX, but there might be better options.
