In firefox with this extension and paste the url(I reccomend to select the focus option) and going to Settings >Home > New Windows and Tabs and select custom url and you paste the url.

You are probably better of with a custom new tab page extension which there are plenty of on AMO, New Tab Override for example has a lot of options among them the option to use a local HTML file.

We did have a Firefox extension for a long time, unfortunately, they made policy changes that essentially make it impossible to have an extension that redirects the new tab page to a unique URL (tab.gladly.io/newtab for TFAC).
