Chat apps are usually build with sockets. I am not sure what is usually used in java regarding web sockets but here is something I found.

PCPanel + OBS Studio 28
The PCPanel software is built in Java and uses (a modified version of) this library (which as far as I can tell is the only viable option). As you can see on their github, that project is promising a 2.0.0 release to support OBS Websocket 5, but as of now it isn't released and their 5.x branch isn't working correctly (as mentioned here).

The library that is used for the 4.x version of OBS Websockets isn't updated to support v5 yet. That combined with that the PCPanel developers seem to have stopped updating the software altogether is probably an indication that it won't work.
