The only person who failed to put in effort in this situation is you. Did you review the first first lines of the proposal repo? There is literally a NEP (NEP-1) which precisely describes due process for suggesting an enhancement. If you can't be bothered to make a rational case for why any contributor should pay attention to your issue, how can you believe it should be given the time of day over any number of other suggested improvements?

Neo is more decentralized than Bitcoin or Ethereum
Neo is not intrinsically any more quantum-proof than any other blockchain that uses Elliptic Curve Cryptography (but note that the odds of quantum computers causing issues are lower than people think they are). On the other hand, Neo has previously proposed NeoQS (Neo Quantum Safe), a Lattice-based cryptographic approach that, if/when implemented, would make the already low practical risk even lower:
