You probably talking about doom-modeline (which I used to use) or nano-modeline (which I currently use).

Is there a Winter is Coming theme port for Emacs
Tron Legacy comes to mind https://github.com/ianyepan/tron-legacy-emacs-theme but might be too cyan and not blue enough. When all alternatives still don't fit, you could always fork a theme you almost like and change the palette as per "Winter is Coming".
