Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

Force stage in pipeline
It's not necessarily enforcement like the compliance pipeline but I use Multi-gitter to check if our compliance.yml is an entry in the include portion of the ci yaml file. If it's not detected it raises a MR to add it. I think this workflow would work pretty well for you too.

Yesterday I posted about multi-gitter (https://github.com/lindell/multi-gitter), but I've since found mu-repo much I much prefer. Really is fantastic for managing a large number of repos you need to perform operations on. It's lightweight and simple.

Multi-gitter does also have support for other source control systems, and from what I can gather, does in general have more configuration options. But I will definitely take a look at the differences and take inspiration.

Why our team cancelled our move to microservices
Where I currently work, there are 10 service per developer, actively running (if we're counting in the least charitable manner, maybe 4 per dev with most charitable counting). Our ratio is this huge due to large changes in company size over time. Consolidation is very helpful at this stage. If there's one thing I recommend to everyone who encounters this situation, you absolutely must keep a copy of all the source for all the repos on your computer, all at the same time, to make cross-repo grepping easy. For this purpose I recommend ghorg[0], but however you do it, it'll make everything easier.

There is https://github.com/gabrie30/ghorg which I use to create a single tarball and than upload to S3 (separate script though).
