Well, I have the perfect solution for you. :) It's not a deadbeef plugin, but a user daemon that can load the track information from any player and can submit to Last.fm, Libre.fm and ListenBrainz.
The project is on github[1] and I believe it's packaged for Archlinux, Fedora, openSUSE.

Last.fm unsupported in Linux?

https://github.com/FoxxMD/multi-scrobbler will let you scrobble any subsonic app. Currently use this with 3 sources (Spotify, Plex and navidrome)

Not currently but I believe it is feasible to implement! I did some preliminary research and it looks like deezer supports listening history so it is on the to-do list.
