Dynamic city names
What you're asking for is MCN (https://github.com/hmlendea/more-cultural-names) for Victoria 3.

How to get both DLC & Mods for paradox games on linux?
When playing paradox games such as Hoi4 or Ck2 you can either pirate them and play without mods, or play them with legitimate copies and suffer with the greedy DLC practices. With the windows 10 copies, this wasn't an issue, as it was pretty easy to fool the DRM, but this isn't an option on linux. The only thing similar to creamAPI is hookey, but it doesn't have very good instructions and hasn't been updated in 2 years. Is there a way to get both DLC and mods for paradox games on linux and if so, how?

Little bit of a convoluted question
Closest thing I can think of is: https://github.com/goddessfreya/hookey
What are some alternatives?
When comparing more-cultural-names and hookey you can also consider the following projects:
ck3-factions-explained - This Crusader Kings 3 mod does two things. 1. Give faction members an icon in their character view. 2. Add a tooltip giving a breakdown of why they are in the faction. The tooltip is also shown in the faction window.
EU4ConsolePatcher - A simple memory patcher which enables the internal developer console in ironman mode
