Pale Moon extension compatibility is being restored :)
Dunno It is certain that you will need moon tester tool and, going forwards from the recent announcement the future is anyone's guess

Doesn't Pale moon support Firefox extensions right now?
To install old ff extensions you need Moon tester tool or, if you wanna get your hands dirty, you hack the install.rdf in the .xpi manually

If you can't wait for someone to make your disabled extensions compatible with Pale Moon and don't know how to do it yourself, you can temporarily revive them using Moon Tester Tool.

It's there on JustOff's repo. Not sure about blocklist, I had it installed for a long time and it still works.

You might not have to port that or use MTT at all. There's an extension by JustOff that provides a Speed Dial + Start Page: https://github.com/JustOff/speed-start
