xorg uses a different keymap format than console, but you should be able to use one of these in /usr/share/kbd/keymaps like you said
- Anyone know if colemak is under soemthing different than colemak? I see others including dvorak but colemak doesnt seem to exist

Can't find F13-24 labels
You can create F13-F24 purely in software with key mapping tools. On Windows, one way is with the PowerToys Keyboard Manager: remap some unimportant keys to F13, F14, etc. Another way is with KMonad (cross platform), and define the keymap with KeyF13, KeyF14, etc.
