Highest quality satellite terrain maps for OFFLINE use?? - Doesn't exist
I know it doesn't help because I suppose you are interested in the US, but in Switzerland we have them on https://map.geo.admin.ch/ and the Swisstopo app, with a slightly higher resolution compared to Google. All it's missing is real-time images, that would be the game changer. Just dreaming...

For info you can get much more detailed heightmaps for free on the swisstopo portal https://map.geo.admin.ch the process to download them is a bit tedious but the Swissalti3D model is now down to 2m and even 0.5m in resolution.

Help an American plan properly for vacation in the Swiss Alps. I'm going in July with my wife, we are not going to do any steep technical climbing but walking around on glaciers and hiking a lot of distance. I'm from the PNW and I think the snow/terrain is a lot different here. Scroll ๐
https://map.geo.admin.ch/ and the Swisstopo app. Great map quality and the app works fine on the go, even without mobile data. All free.
If you can understand any French or German, get ahold of one of the CAS guides - tons of good info. Check the CAS website for ideas and also https://map.schweizmobil.ch/?lang=en (or https://map.geo.admin.ch/) for hikes/scrambles/approaches (look for the red and blue=class 4 lines). This is the world's most meticulously mapped country (Swisstopo does amazing work)... I could spend hours just looking at the maps.
