How comes PC manager battery limiter in Windows boot, affects Linux boot too?
No, you cannot change it from bios, there is no such option. The limit is stored inside the battery controller. If you use linux, you may use matebook-applet to change battery profile. More info here: Huawei-WMI

How do you work with mixed-dpi displays?
It's a Huawei Matebook 14, quite impressed by it. Very nice performance, good battery lifetime, nice keyboard and I got it for cheap. They are also selling it with (Deepin) linux in China. The fingerprint reader is the only component not supported. This is nice as well. I would recommend it, if you are using by itself / on the go. Fractional scaling works nicely either by staying on X or by using font-scaling.
