I maintain the Gokapi project, which does everything you mentioned above. For viewing in the webbrowser instead of regular downloads, you will need to use the hotlink URL instead of the regular one.

A file sharing solution that can serve files from the local filesystem?
- Has a very clean looking download page with not much more than a "download" button, because I'd use it to send files to my very non tech-savvy mum (kind of like Gokapi for instance)
