LNURL is a stack of simple protocols for coordinating information needed to make payments over the Lightning Network using HTTP. That said, any user who runs a lightning wallet on a server or a raspberry pi can put a wrapper around it like satdress to create a lightning address on their website. Users who try to pay them will then pull an invoice directly from the wallet running on the recipient's device.

You can also use fiatjaf's satdress server and either self-host – using your own domain and node – or use someone else's instance (like ln.fitti.io). In the latter case, you use their domain, but your own node.
