foxwq reverse engineering and open client
fox and tencent split last year, and there have been some technical changes. lizzieyzy can also download fox games, but it only finds games that were played until november last year.

Cheating accusation amongst top pros?
Yes the metric is unclear, it was my mistake to assume it being "agreement with Fineart's top move" when I'm aware of alternatives. One possibility is "agreement with one of AI(almost certainly katago)'s top 3 moves"(program's default, configurable). This is a metric that is used by an AI GUI that should be widely used in China at least(https://github.com/yzyray/lizzieyzy)

foxwq reverse engineering and open client
For the UI it could be an idea to take an existing open source project and patch the Fox communication in. E.g., shinkgs or Lizzie, just an idea.

Suggestions for an internet based way to learn weiqi the chenese game please?
Here is a Tutorial, still I think that the easiest way is probably to register and ask for a teaching game on a server. OGS KGS I think you will be surprised to see how easy it will be to have support and start learning the infinite game of WeiQi.
