As far as I know, all the bracket related plugins do that. This is at least the case of the one I'm maintaining (https://github.com/LucHermitte/lh-brackets) and of many others

In lh-tags, there is the (bpg):tags_options.no_auto which is considered to false by default, meaning that automatic incremental update of tag database is disabled by default.
