How do you get 2 waybars like in this screenshot I found?
Waybar natively supports this. Literally define two bars with different positions in the waybar config in a json array. You can use my dotfile as example: https://github.com/ldelossa/dotfiles/blob/e23c50698633ef0af767e37df1929d3caccbc7f1/config/waybar/config

Should I use vim or neovim?
Yes, octo.nvim looking good, but again it is not inventing anything, it is using https://github.com/cli/cli under the hood and something similar is present in vim with https://github.com/skanehira/gh.vim at least.
