Where to learn video encoding (h264/265) in detail?
Here is an open source HEVC encoder made specifically for educational use. It's developed by a team in the university I also attend. There are a ton of papers and other educational stuff in their website and of course you can look how the code works and run it yourself. They also have many awesome profiling tools that can show exactly how long does each part of the algorithm take etc.

CTU sizes for HEVC_NVENC and libx265?
Try SVT HEVC https://github.com/OpenVisualCloud/SVT-HEVC/releases
- I know it takes years of work to make new encoders, would it be worthwhile for developers to use techniques, work, or code from pre-existing encoders (like x264 or x265, ignoring legal issues)? If so, why doesn't videolan (devs of x264 and 5) make an av1 encoder?
What are some alternatives?
