FWIW I created this repository a while ago - https://github.com/wiverson/maven-jpackage-template - as a template for generating macOS, Windows, and Linux installer packages using GitHub Actions. If you pop in signing credentials as GitHub secrets it will sign, notarize, and staple the macOS version. Java Modules - are they common and should we use them?
There are plugins coming along that help out, e.g. the moditect stuff and the jtoolprovider plugin I wrote (bridges Maven and jdeps/jlink/jpackage/etc).
