AI Germany can't annex its last cores from Austria?
It seems like the war score requirement is actually over 100 for the single state or at least appears that way in the menu. I'm hoping for a simple textfile edit rather than having use console commands whenever this happens, as AI Germany actually can do this pretty consistently if the player bullies Austria early enough.

How do you edit an already existing mod?
For example, you can check out the source code of HPM here. There is an HPM folder, which contains the variety of tiles which HPM edits or includes. You can also check out the (granted, a bit limited) modding guide on the wiki.

How would you create a custom event for the Irish famine in Vicky 2 vanilla?
Mods such as HPM have done this already and are open source. You can play with a mod, or, if you just want a bare-bones Irish Famine event, check through the source code of HPM and inspect how they have implemented it and use that code.
