I'm having problems with many programs/apps on my ChromeOS continually remaining "awake" & eating up my ram/CPU even after I shut them down. I need a program/app that monitors them & makes sure they stay in hibernation. CCleaner works but there is serious issue with it, see below for more details.

Wasm difficulties in Rust, Haskell, and Go
A bunch of packages like tokio don't work because they transitively depend on net, and WASI doesn't have networking yet (networking is in phase 1 of 5), and it doesn't seem possible to turn off the net feature of transitive dependencies
