Cloudflare is slow and Cloudflare cant do much about it
Russia has blocked Cloudflare too too. You can see it in the issues for jsDelivr (which apparently handles a lot of traffic for TASS, since they use the CDN and browsers don't share caches for privacy reasons). https://github.com/jsdelivr/jsdelivr/issues/762

You can maybe change your DNS and see if it works better. There is a site that compares almost every DNS provider. You can filter it so it only shows the statistics from your location.

Load spikes, DNS loss. Is it time for a new router?
Comcast throws away DNS lookups from Netgear routers if they arrive in quick succession. Essentially they treat it like a denial-of-service attack. I don't know of any other ISP that does this. The easiest way to work around it is to use a 'real' DNS server (Comcast's DNS servers work about as well as the rest of their infrastructure). Personally I use Cloudflare currently, have used NextDNS in the past. For current performance rankings, check out https://www.dnsperf.com/ for independent benchmarks.
