Is it possible to spoof the location for Android TV updates?
You could also just use another launcher. Personally I'm using FLauncher since it is open source and works flawlessly. I disabled the Google launcher via adb to have FLauncher as the default even after a reboot.

FLauncher v18.0 released
FLauncher is an alternative launcher (aka "home page") for Android TVs. Unlike the built-in launchers for Android TVs, it displays no ads.
