Wow, the card is basically useless, right?
check out PowerEdge-shutup, it's a script which uses IPMI to take control of the fan speeds and adjust them based on CPU temperatures.

PowerEdge 730xd Homelab Server Feedback
- If you install drives that it doesn't understand the temperature sensor output from (my WD Blues, for example), the fan minimum will punch up to 66%. You can override this by disabling the automatic fan control and operating the fans yourself. There are a few scripts out there, like the PowerEdge Shutup script (which you run on a remote device like a rPi) and u/spacelama's R710 Fan Control script (which I use on my R730xd fine). Only downside is fans are super high during startup and shutdown, even compared to the normal high fans on startup

Last try...R730xd getting replaced if I can't fix the fan noise...
I've been using the Poweredge-Shutup script and it works fine through reboots on 4 different R730/R730xds.

Thought I'd share a fan profile I generated for use with the Poweredge Shutup script. I have this running on 2 R730s and 2 R730xds and it works pretty well. Environment is a small AC controlled attached garage.

R710-Fan-Control - A fork of R710-IPMI-TEMP from NoLooseEnds/Scripts, generalised to a fan control daemon for Dell Poweredge servers. Has reported to work on R710s, R520, R730. Allows more flexible control of the fan throttling vs the vanilla iDrac control which tends to ramp the fans up to full velocity the moment you add non-Dell hardware.
poors-man-ip-kvm - It's just ridiculous the price for an IP KVM solution. I simply can't get accept that! So, this is a poor man IP KVM that works pretty well, and allows one to go into a remote Bios machine, setup, boot, install OS... everything!! for around 10$ bucks!!
