I'm not an Inkscape developer myself, but from what I have read on the official bug-tracker, the developers are keenly aware about the new snapping popover's drawbacks and the potential problems for advanced users (and were even before they released the latest version).

Akira. This app is still in early development, but I think it is a really nice project. It is a vector graphic editor, graphic design software and vector art app.
