There are a lot of excellent mockups floating around. A lot of them date back to the time when most designers in the circle were still hanging around on DeviantArt. Indeed, elementary OS itself has its roots in that milieu. One particularly notable example is the presentation app, Spice-up, which implements this 2013 mockup.
For example, Akira is probably the most notable complex app designed and built from scratch with modern elementary HIG. Its first commits date back to 2017, and now it's still in alpha after 3 and a half years. Is this because elementary's HIG sucks? No, because if you look at the mockups from 2017, it looks pretty much identical to the current implementation. In fact, Akira really just look like any typical UI design app out there (most notably Sketch), on any platform.
Another example is Glimpse. Lots of mockups for Glimpse NG, but the whole project is on hiatus now. Is it on hiatus because GNOME HIG sucks? No. They just don't have enough developers.
