Not specifically Hugo, but Hugo has driven me here: Windy - converting Bootstrap templates to Tailwind.
There are not a lot of Tailwind CSS-based themes out there. One exception is Northeast ( GitHub - y1zhou/hugo-northeast: A Hugo theme using Tailwind CSS. ), which I like... but I decided that I would learn more if I started building a Hugo Theme from Scratch. Well not "from scratch" - from a Bootstrap design that I like and converted to Tailwind CSS. Using a Hugo Tailwind Starter: GitHub - 4044ever/Hugo-Tailwind-3.0: A barebone Hugo starter with Tailwind 3.0. Build your own theme on top.

what is the best CMS to put a TailwindCSS website into?
Anyway, I use Hugo without a theme (I do my own) and it works fine. Now I use this barebone Hugo/Tailwind3 starter kit.
