Headless Chrome with https://github.com/chrome-php/chrome works best for me. All native packages have it's quirks sadly.

An interview task I was given for a PHP role. After reporting back that the DVLA website responds with a 403 error, i was told to think of other solutions? Any suggestions?
Maybe download the file using a headless browser, and work from there? https://github.com/chrome-php/chrome
