I experimented in the past with getting transparent proxy to function outside of Kubernetes (https://github.com/blake/vagrant-consul-tproxy). It is possible to do, but it takes a bit of extra work and isn't as seamless as setting the consul.hashicorp.com/transparent-proxy: true annotation on a pod like in Kubernetes. You can expect us to introduce a much better UX for tproxy on non-K8s platforms when we officially add support for additional runtimes.
